dead in the water
If something is dead in the water, it isn't going anywhere or making any progress
人们说一样东西“死在水里”，要表达的是：它不移动，或者不前进。
死了当然就不能动了。但为什么非得“死在水里”而不说“死在锅里”呢，锅的空间更小，更能表示停止不动哦。所以我想，这个短语最初一定出自海上业务人员之口。要么是军队，要么是商船，要么……还是朋友们自己想吧，免得我像咱国宪法条文那样，挂一漏万，可就不好了~

The crippled ship was dead in the water. （那艘被重创的船一动也不动）
With no leadership, the project was dead in the water. （失去了领导，这个项目止步不前）
Ibaodi will be dead in the water without the support of net friends. (没有网友支持，宝坻论坛打死也繁荣不起来)
