Quite right. Don't be shy, Don't be afraid of making mistakes and just try it. That is my advice often given to the students.

From middle school to college,i learn english all the time.But i still can't talk with someone.

That's quite true. The problem is that our students just learn English but not use it as a tool. They learn English for exams--college entrance exams. English band 4 and 6, tofl, gre. When we learn english for work or life it will be easy for us to learn it well.
